The ex ante evaluation (PDF 16 Kb) of the PIC LEADER+ was awarded to the external consultant António Oliveira das Neves. The main results of this evaluation were submitted in report form in November 2002 and helped to characterise and diagnose in detail the problems of development of the rural areas in Portugal. This report includes a description of the context, with an analysis of the strong and weak points and the potential of the intervention areas (point 1 of the ex ante evaluation report of the National Programme for PIC LEADER+), an assessment of the pertinence and coherence of the Programme (point 2 of the ex ante evaluation report of the National Programme for the PIC LEADER+) and a preliminary assessment of the intervention modalities (point 3 of the ex ante evaluation report of the National Programme for PIC LEADER+).
