On the basis of the ex ante evaluation, the mid-term evaluation (PDF 16 Kb) will study the first results of the interventions, their pertinence and the achievement of objectives, and will also study the use of the allocations and how monitoring and execution functions. The mid-term evaluation will be carried out under the responsibility of the managing authority in collaboration with the Commission and with the Member State and will concentrate on PIC LEADER+.

A public tender was launched (nº 16/2003) to select the body responsible for the Intermediate Assessment. 4 bidders submitted bids (IESE, CRL/CIDER: L. Teixeira & Melo, Lda., CIDEC and CISED, Consultores, Lda.).

The Final Report of the Mid-Term Evaluation Study of the Community Initiative Programme LEADER+ was approved by the National Monitoring Committee of the PIC LEADER+.

Under the terms of article 42 paragraph 3 of Regulation (EC)nº 1260/1999, the European Commission analysed the pertinence and quality of the Final Report of the Mid-Term Evaluation Study of the Programme LEADER+, based on the criteria defined in the working document of the Commission “Guidelines for evaluation of the LEADER+ programmes”. This analysis was based on the MEANS quality analysis grid, and the Commission services concluded that the report showed a good standard of quality.
