LEADER + Programme

The LEADER+ program is an instrument that allows us to try out other approaches for interventions in the rural area, respecting the environment and the economic, social and cultural components of the rural territories.
LEADER+ underlines the importance of the local populations becoming aware of the value of their territories, the wealth of their identities and the quality of their landscapes and from this viewpoint points to the need to create conditions for local actors to acquire skills and participate actively in their territories.

On 14 April 2000 the European Commission adopted the guidelines relating to the Community initiative for rural development LEADER+ - Communication 2000/C 139/05, in conformity with the provisions of (EC) Regulation nº 1260/1999.

In conformity with this same regulation and with the Communication, Member States must draw up and submit to the Commission within six months of publication of the Communication the respective proposals of the LEADER+ programme. Portugal submitted a proposal to the Commission in November 2000 called the LEADER+ National Programme which was approved on 25 June 2001. An alteration was submitted at a later date which was approved by Decision of the Commission C(2003) 4461 of 24 November 2003. The LEADER+ is a Community initiative financed by EAGGF-Guidance (European Agricultural Guidance and Guarantee Fund – usually known by its French initials – FEOGA) and by public and private contributions

 

Targets  
 

The LEADER+ programme promotes integrated approaches, designed and implemented by active partnerships operating at local level.
The targets are to encourage and support rural agents to reflect on the potential of their respective territories from a long term view. The aim of this initiative is to encourage the application of integrated, high-quality and original strategies for sustainable development, to try out new forms of:

marcador Enhancing the natural and cultural heritage;
marcador Strengthening the economic environment by contributing to the creation of jobs;
marcador Improving the organisational capacity of the respective communities.

The aspect of “co-operation” in its broadest sense is an essential element of the programme.


Beneficiaries  
 
The beneficiaries are the “Local Action Groups” (LAGs) which will draw up development strategies for their local territories and be responsible for their application. The Local Action Groups must constitute a balanced and representative expression of the partners from the many socioeconomic areas of the territory. For decision-making purposes economic partners and associations must represent at least 50% of the local partnership.

The Local Action Groups will act in small, rural territories, forming a homogenous group from a physical (geographical), economic and social point of view. Generally speaking the local population should not exceed 100.000 inhabitants in the areas of greater population density (120 inhabitants per sq. km.) but should not be less than 10.000 inhabitants, or thereabouts. However, in areas where there is a great or small population density, such as in certain regions of the north of Europe, there may be exceptions to this criterion provided they are duly justified.

Intervention Actions  
 


The LEADER+ initiative will act around three intervention actions:

Action 1: Integrated territorial rural development strategies, of a pilot nature
Action 2: Support for co-operation between rural territories
Action 3: Networking: putting all rural areas of the European Union on-line



Financial Plan  
 


Based on the indicative financial envelopes for each Member State, decided by the Commission the Member States shall submit their respective proposals for the LEADER+ Initiative Programmes.
The LEADER+ Initiative is financed jointly by the Member State and by the Community.
The total contribution of FEOGA-Guidance for the LEADER+ in the 2001-2006 period is
2.148,9 M€, of which Portugal has an allocation of 161,6 M€ (7.6%).
